Jean L. Robért
Owner and Founder
Jean L. Robért is an Owner and Founder of Risk Management Services, LLC (RMS), and related entities RMS Claims & Risk Services, LLC. RMS began providing workers’ compensation third party administrative services to independent self insured employers and group self insurance funds since January 1, 1995.
Jean has accumulated more than 30 years experience working with Workers’ Compensation self insurance programs and self insured employers. He is involved in all aspects of managing workers compensation programs to include Underwriting, Marketing, Claims Administration, Loss Prevention, and Excess Insurance as well as coordinating rate filings with the Louisiana Department of Insurance and the Department of Labor. Jean also acts as the liaison between RMS and the self-insured program’s Board and Administrators to implement the policies and procedures that govern the workers’ compensation program operation. Jean specializes in helping to transition employers to self-insured status and in creating new group self-insurance programs.
Prior to starting RMS, Jean was a Regional Marketing Director for a third party administrator of workers’ compensation programs. In this capacity he was responsible for marketing, underwriting and sales for three self insurance funds in a three-state area, including the program sponsored by the Louisiana Nursing Home Association which began in 1989. In April 2016, RMS purchased a long term third party administrator based in Oklahoma city. Today, RMS Louisiana clients include a number of self insured employers as well as the Louisiana Health Care Self Insurance Fund and the Louisiana Automobile Dealers Association Self-Insurers’ Trust Fund. Jean is active in helping to shape Louisiana Workers’ Compensation legislation.

Albert E. Roevens. Jr., CPA, CGMA
Chief Financial Officer
Albert E. Roevens Jr., is the Chief Financial Officer of Risk Management Services, LLC (RMS), and related entities RMS Claims & Risk Services, LLC. In his role as CFO, Al is in charge of all financial operations of RMS including internal accounting controls, compliance with accounting principles, regulations, Federal and State statutes.
Since joining RMS in September of 2004 as CFO, he has been involved in policy and statute consultation for the Worker’s Compensation industry, including the authoring of Louisiana Revised Statutes on Worker’s Compensation regulations and consulting regarding Internal Revenue Service matters for Property and Casualty Insurance filers. Previous to joining RMS, Al began his career with the international accounting firm of KPMG and later founded the accounting firm of Perron, Decuers & Roevens (PDR), where he was the managing partner. During his tenure with PDR, he was heavily involved in assisting financially distressed companies in Bankruptcy reorganization or working for Bankruptcy Trustees on corporate liquidations.
Al has qualified as an expert in Accounting and Forensic Accounting in United States Bankruptcy Court on three separate cases and was appointed the Certified Public Accountant for a Debtor in Possession by the Bankruptcy Court. In addition to his Bankruptcy work, Al has performed forensic accounting engagements, damage computations, and business valuations.
Al also served for 16 years on the Society of Louisiana Certified Public Accountants Accounting and Auditing Committee, 3 years as Chairman of the committee.

Randy P. Hava
Vice President of Loss Prevention
Randy Hava is the Vice President of Loss Prevention for Risk Management Services, LLC (RMS). In this role at RMS for the last 25 years, Randy has overseen office and field personnel in providing loss prevention services to clients in a wide range of industries, including but not limited to Automotive, Healthcare, Hospitality, Food Service, Construction, and Manufacturing. Randy and his staff provide onsite safety & health inspections, OSHA compliance assistance, safety program development, safety training, and cost containment services based on claims/data analysis. Randy has over thirty one (31) years of overall insurance experience with the last twenty eight (28) being primarily in workers' compensation arena. He earned a Bachelor of Science Degree in Education from Tulane University in 1990 followed by an Associate’s Degree from Delgado University in Occupational Safety & Health in 2006. Randy holds two certifications, Certified Workers’ Compensation Professional (CWCP) and Certified Healthcare Safety Professional (Master Level). In conclusion, Randy is an active member of the American Society of Safety Professionals (ASSP).

Deidre Wilson-Creel
Vice President of Policy Services/Underwriting
Deidre Wilson-Creel is the Vice President of Policy Services and Underwriting of Risk Management Services, LLC (RMS). Since joining the RMS Policy Services/Underwriting Team in July of 1999, her role evolved with RMS to VP of Policy Services and Underwriting. Deidre is responsible for the coordination of policyholder information, as well as, renewal policy issuance. This process entails quantifiable departmental standards, regularly scheduled evaluations, prompt service, error-free data entry, and meticulous completion of all underwriting procedures. She also oversees the Accounting and Audit Departments, and coordinates transactions for all of the members, which includes coordinating payroll audits, processing of premium payments, and audit refunds. Deidre currently holds a Bachelor’s degree from Southeastern Louisiana University in Business Management and has over 25 years experience in the worker’s compensation field.

Connie J. Freese
Vice President of Claims
Connie Freese is the Vice President of Claims for Risk Management Services, LLC (RMS). Connie joined RMS in June 2013 and has direct oversight of claims handling and administration to ensure prompt, efficient, and cost-effective resolution of all claims. Connie has over thirty-four (34) years’ experience in the workers' compensation industry having worked in adjuster and supervisory roles with both insurance carriers and third-party administrators. She earned her Bachelor’s degree in Occupational Safety & Health in 2017 and holds an industry designation of Workers’ Compensation Claims Law Specialist (WCLS). Connie is a licensed adjuster in the States of Louisiana and Mississippi and has also adjusted claims under the U.S. Longshore and Harbor Workers Act and Jones Act.

John J. Brooks, IV
Vice President of Marketing
John Brooks is the Vice President of Marketing for Risk Management Services, LLC (RMS). In this role, John is charged with managing agency relations and growth of the Louisiana Homebuilders Association GL Trust. In addition to those duties, he is focused on maintaining and developing key relationships with self-insured employers and self-insured Workers’ Compensation funds for RMS. John has almost 20 years of experience in the insurance industry in Louisiana where he has worked for several local and national carriers in the Workers’ Compensation realm. He has achieved success in growing multiple programs during that time in Louisiana and other Southern states. He earned a Bachelor of Arts in Mass Communication from Louisiana State University in 1995 and holds a Certified Workers’ Compensation Professional (CWCP) designation.
